If you google on this question you will see that Leica does not claim that they are. Users report that with care you may not ruin you camera during a walk in the rain (can you think of coming home and saying “Honey, I ruined the Leica!”. A number of cameras claim weather sealing but this implies limitations. Weather sealing, not weather proof. And weather proof is not underwater proof. And worse yet is that underwater proof isn’t proof agains the dust clouds of Burning Man or Holi powder. You may pay your money and take your chances, but I wouldn’t with a Leica or other fine camera.
Use appropriate tools with suitable protection. Be aware that getting the pictures you want may result in ruin of the camera. But…the purpose of the camera is to help you make pictures, not to sit on a warm safe storage shelf.
